Frank joined International Leverage in 2003.

Frank has been a key leader of the Shanghai practice, managing projects such as developing sales channels for international firms seeking a foothold in the Chinese market and recruiting and managing engineers who perform supplier development and management functions in our sourcing efforts which span a wide variety of products for international clients, including: plastic and rubber parts, tools and dies, precision cast parts, forged and machined metal components, LED and incandescent lighting products, printed circuit boards, furniture and wood product among others. For the past 20 years, Frank has held positions of significant responsibility within several European, US and Japanese ventures in China, starting new operations from the development and presentation of the plan to the government for JV approval through the supplier development which was necessary for successful implementation. Frank is a driven professional focused on the customer and delivering results.

Senior Operations Manager of Auto Lighting; Hella Shanghai General Electronic Co., Ltd
Hella is a German company and a world leader in automotive lighting. Frank managed an operation with 140 operators and over 30 engineers developing new products and implemented dozens of new product programs. Main customer, Shanghai GM, Shanghai VW, Nanjing Fiat , Anhui Chery, Shanghai Volvo Bus, Mercedes Benz.

Among his achievements at Hella, Frank:

  • Revenue growth : 2000 +11,5%; 2001 +57.4%; 2002 +42.6%
  • New business revenue: year 2001-22.9%;year 2002-8.5%; year 2003-22,7%
  • New product revenue: year 2001-0; year 2002-38.5%; year 2003-55.9%
  • Developed more than 40 different lamps for Chinese auto plants
  • Management representative of QS9000/VDA6.1 certification
  • Developed four new supplier companies throughout China:
  • Set up 8 production lines ,included 2 lines for head lamp, 1 line for rear lamp
  • Project leader of Warning Triangle Production Line relocation from Finland and Germany

Senior Manager Auto/Consumer Business Unit; Shanghai Morgan Carbon Co., Ltd
Shanghai Morgan Carbon Co., Ltd. is a subsidiary of Morgan Crucible Company plc. (UK) where Frank managed over 100 employees in the carbon brush and components industry for the automotive and consumer products industries. Frank’s responsibilities included new business development, new product development, production and financial control.

Frank’s customers were a mix of American and European multinationals, including Delphi, United Technologies, Valeo, Black and Decker and Ametek.

Among his achievements at Morgan, Frank:

  • Increased revenue 1.7 times from 1997 to 1999
  • Led the successful QS9000 certification team
  • Championed of Six Sigma Programming of Shanghai Morgan Carbon Co.
  • Developed a new customer, Ametek Shanghai, who remains the firm’s no.1 customer
  • Led development of long term business plan; established team for implementation
  • Developed new grades of material and implemented localization plans
  • Increased productivity by a factor of six in two years

SEG Automotive Equipment Engineering Co., Ltd. (Sino-Japanese JV) - Vice General Manager; Shanghai Automotive Industries Corp.
Frank led a team of 20 employees in this specialty equipment venture serving the automotive and motorcycles markets. Frank was responsible for business development, purchasing,technical support and quality control. Main customers included VW, Honda and Yamaha.

Among his achievements at SAIC/SEG, Frank:

  • Led the establishment of new venture from JV contract development through
  • successful government approval.
  • Recruited and developed a team dedicated to design and produce tooling and
  • specialized manufacturing equipment
  • Developed and managed subcontract channels for producing the equipment

Shanghai Automotive Industry Corporation - Vice Director of Technology, Shanghai Automobile Research Institute
Frank gained a great breadth of experience and contacts throughout Chinese industry by helping the Institute advance the then nascent Chinese automotive industry. Among the projects in which Frank was involved were:

  • Designing and implementing a production line of a seat belt for Shanghai Clutch Factory
  • Designing and implementing a production line of radiators for Shanghai Auto Part Factory
  • Automotive lamp and jig designing for Shanghai Wan Xiang Mini Bus Company and others
  • Automotive process & production line design

Frank studied at Shanghai Jiao Tong University obtaining a B.S. degree in Mechanical Engineering.
